U.S. Marshals Warn Juvenile Murder Fugitives: Surrender Now; Rewards Offered for Information Leading to Arrest

**Azzubair Outen-Fleming Has Been Apprehended**

Philadelphia, PA - The U.S. Marshals Service Eastern Pennsylvania Violent Crime Fugitive Task Force is asking for the public’s assistance in locating Kaiseem Smith and Azzubair Outen-Fleming, both 16 years old. 

The Philadelphia District Attorney’s Office charged Smith with murder on Sunday June 28th and Outen-Fleming was charged on Monday June 29th. The Marshals Fugitive Task Force in Philadelphia was then asked to assist in their apprehension and is leading the fugitive investigations. Charges are a result of the robbery and shooting of a 22-year-old Penn State student in south Philadelphia on June 6th. 

The U.S. Marshals Service is offering a $5,000 reward for information leading to the arrest of Smith or Outen-Fleming. The $5,000 reward will be processed immediately upon arrest and not upon conviction.

Eastern District of Pennsylvania Fugitive - Kaiseem Smith

Kaiseem Smith stands 4 feet,10 inches and weighs approximately 110 pounds. He is a resident of Wilmington Delaware and is known to frequent the 27th and Reed area of Philadelphia. Azzubair Outen-Fleming is 5 feet, 6 inches and weighs approximately 145 pounds. He goes by the nickname “Zubair” and was last seen in the 3400 block of Germantown Avenue. Both juveniles should be considered armed dangerous due to the crime for which they are wanted. 

“Surrender now. If you choose to remain fugitives, the Marshals Service will relentlessly pursue every lead, every associate, and every tip until you are located and taken into custody,” said Supervisory Deputy U.S. Marshal Robert Clark.

The Eastern Pennsylvania Violent Crimes Fugitive Task Force is a team of law enforcement officers led by U.S. Marshals in Philadelphia and the surrounding counties. The task force’s objective is to seek out and arrest violent crime fugitives. Membership agencies include the Philadelphia Police Department, Pennsylvania State Parole Officers, Pennsylvania State Police, Pennsylvania Attorney General Agents, Chester Police Department, and Bucks County Sheriffs.
