Orlando, FL – The U.S. Marshals Service, in partnership with the Osceola County Sheriff’s Office and other local law enforcement agencies, announced the successful completion of a multi-week sex offender verification and enforcement operation conducted in Osceola County.
The operation, which occurred from June 1 to June 30, 2026 focused on locating and arresting non-compliant sex offenders, verifying registered addresses, and enhancing public safety through proactive enforcement efforts. During the operation, deputy U.S. marshals and Osceola County Sheriff’s deputies conducted compliance checks throughout the county and investigated information related to registered sex offenders residing within the community.
As a result of the operation, authorities:
• Conducted compliance verifications of 231 registered sex offenders

• Arrested four offenders twice during operation for separate offenses
• Conducted two out-of-state fugitive arrests
“Operation Silver Spur demonstrates what can be accomplished when federal, state, and local law enforcement work together to protect our communities,” said U.S. Marshal Bill Berger for the Middle District of Florida. “Locating and arresting convicted sex offenders who fail to comply with registration requirements remains one of the highest priorities of the U.S. Marshals Service.”
“The Osceola County Sheriff’s Office is committed to protecting our communities through proactive enforcement and strong partnerships, with local, state and federal law enforcement,” said Sheriff Christopher Blackmon, Osceola County Sheriff. “These compliance efforts are an important component of our ongoing commitment to accountability.”
“Operation Silver Spur reflects the strength of our partnerships and our shared commitment to protecting Florida's communities,” said Assistant Deputy Secretary of Community Corrections Joe Winkler. “Through the dedication of our probation officers and the outstanding collaboration with the Osceola County Sheriff's Office, the U.S. Marshals Service, and our law enforcement partners, this operation held offenders accountable and reinforced that those who violate the conditions of their supervision will be pursued. Public safety remains our highest priority, and we are proud to work alongside our partners to reduce crime, enhance community safety, and ensure offenders remain in compliance with the conditions ordered by the court.”
Notable enforcement actions included:
Carlos Jose Rosa: During a compliance check on June 9, Deputy U.S. Marshals and Osceola County Sheriff’s Deputies contacted Carlos Jose Rosa, who was later identified as the subject of an arrest warrant stemming from an Internet Crimes Against Children investigation in Marion County. On June 15, members of the Florida Caribbean Regional Fugitive Task Force located and arrested Rosa in Osceola County. In addition to multiple child exploitation charges, Rosa was charged with violating the conditions of his sex offender probation. Rosa was previously convicted of 8 counts of Lewd/Lascivious Molestation (Victim Under 12 years of Age) in Osceola County in 2016.
Ramone Miles: During a compliance check on June 16, investigators discovered that Ramone Miles was using an unreported Instagram account in violation of Florida’s sex offender registration requirements. Miles was arrested on June 22. Investigators later determined that evidence associated with the account had been altered after his arrest. The investigation resulted in additional charges against Miles for multiple registration violations, possession of a firearm and ammunition by a convicted felon, and charges against an associate for providing false information to law enforcement and tampering with evidence. A search warrant executed at Miles’ residence resulted in the seizure of 15 electronic devices and a loaded handgun. Miles was previously convicted in 2009 in Cook County, Illinois, of Aggravated Criminal Sexual Abuse of a Child Between 13 and 16 Years of Age.
Charles Ahmade Barnes: During Operation Silver Spur, deputy U.S. marshals adopted an outstanding Osceola County warrant charging Charles Ahmade Barnes with failing to report a change of residence as required by Florida Law. Investigators determined Barnes had relocated to Fort Morgan, Colorado, and coordinated with the U.S. Marshals Service in Colorado to locate him. Barnes was arrested on June 12 without incident and returned to face the outstanding charges. Barnes was previously convicted in Bradford County, FL of Lewd/Lascivious Molestation (Victim 12-15 years Old) in 2004.
Operation Silver Spur brought together deputy U.S. marshals, Osceola County Sheriff’s deputies, and partner agencies to identify non-compliant offenders, apprehend fugitives, and ensure convicted sex offenders remained in compliance with Florida’s registration requirements.
The U.S. Marshals Service Sex Offender Investigations mission protects the public through the coordinated enforcement of federal and state sex offender registration laws and by assisting state, local, tribal and territorial agencies in locating and apprehending non-compliant offenders.
