Washington, DC - The U.S. Marshals Capital Area Regional Fugitive Task Force (CARFTF), along with Montgomery County Police and Maryland State Police, on Wednesday arrested a suspect in two recent shooting incidents, one Feb. 14 that killed an occupant at a senior living facility, and another incident Tuesday in which a Maryland State Police Trooper was fired upon during an early morning traffic stop in Baltimore City.

Maurquise Emillo James, 22, of Baltimore was charged with first-degree murder following the killing of 87-year-old Robert Fuller, a well-known philanthropist, and attempted first-degree murder after he allegedly shot at the MSP trooper.

Investigators identified James after reviewing surveillance of the facility from Feb. 14, which showed a masked individual entering and leaving the building through a propped-open door, with alarms disabled. James was an employee of the facility.

Police linked the senior care facility shooting to the Tuesday traffic stop, during which shots were fired at the MSP trooper, through ballistics evidence that suggested the same firearm had been used in both incidents.

After Montgomery County Police secured arrest warrants for James, they requested assistance from the CARFTF in locating and arresting James.

CARFTF investigators on Tuesday established surveillance at a residence in White Marsh, Maryland. As a Maryland State Police team prepared to execute a search warrant for the residence, James exited the residence and got into a vehicle. CARFTF members then began mobile surveillance, aided by a Baltimore County Police helicopter, that ended in Rockville, Maryland, when CARFTF initiated a vehicle containment maneuver. James exited the vehicle and ran but was quickly apprehended after a short foot pursuit. He was transported to the Montgomery County Central Processing Unit.

Search warrants were executed in Baltimore County, and investigators recovered items of potential evidentiary value.
