The Employee Assistance Program system consists of records maintained by the United States Marshals Service Employee Assistance Office which assist in managing and monitoring employee referrals and participation in the Employee Assistance Program, records maintained by the Independent Health Service Organization (IHSO) contracted by the United States Marshals Service which relate to the professional counseling, treatment and/or rehabilitation services provided by the Independent Health Service Organization, and records maintained by Specialized Service Providers (SSP's) which relate to services beyond those provided for by the United States Marshals Service contract with the Independent Health Service Organization.
The Employee Assistance Program assists the employee in obtaining necessary help in handling personal problems affecting job performance, and to provide emotional support and assistance during periods of crises, including those arising from traumatic work-related incidents. Employee Assistance Program records document program participation and efforts to counsel the employee, and may be used to monitor compliance with abeyance and back-to-work agreements made to mitigate adverse actions based upon treatment.
Access to United States Marshals Service employee assistance program records is restricted to designated United States Marshals Service EAP personnel and access to Independent Health Service Organization records is restricted to a designated member of the Independent Health Service Organization, except as otherwise permitted by law or with the written consent of the individual. Records are maintained in locked safes and entry to United States Marshals Service headquarters is restricted by 24-hour guard service to employees with official and electronic identification.
Users of Employee Assistance Program records are restricted to only those privileges necessary to perform assigned tasks.
These files support the Employee Assistance Program established to ensure that United States Marshals Service employees maintain optimum health and well-being required for effective job performance.
SOURCES OF DATA
Information is obtained from the employee, United States Marshals Service EAP personnel, the Independent Health Service Organization, the Specialized Service Provider, the United States Marshals Service Human Resources Division, and the employee's supervisor. Records may also be generated by the staff of the Drug-free Workplace Program and the Medical Review Officer.
