U.S. Marshals 'Operation No Safe Harbor' Nets 60 Arrests of Violent Offenders

The U.S. Marshals Service (USMS) Massachusetts Fugitive Task Force has arrested 60 fugitives for charges including homicide, aggravated sex offenses, firearms violations, aggravated assault, narcotics trafficking, kidnapping and robbery during an operation dubbed “Operation No Safe Harbor.” During the operation investigators seized 2.6 kilos of narcotics, a firearm and $6000 in U.S. currency.

“Operation No Safe Harbor” was conducted from August 25th to September 17th in support of Operation Take Back America. This crime reduction initiative targeted violent offenders, unregistered sex offenders and critically endangered missing children throughout Massachusetts. These arrests included:

1. A fugitive in Brockton, Mass. wanted by Fitchburg Police for homicide. The victim was found stabbed to death earlier this week in a residence by police.

2. A fugitive in Canton, Mass. wanted by Boston Police for homicide and a firearm violation with two prior violent/drug crimes. In May 2025, the victim was found shot to death in Dorchester.

3. A fugitive in Springfield, Mass. wanted by Springfield Police for Assault to Murder with a Firearm and Drug Distribution. During the arrest a 9mm handgun with an obliterated serial number and 7 baggies of heroin were recovered.

4. A fugitive in Boston, Mass. wanted in Maryland for forcibly raping his victim while strangling her.

5. A fugitive in Framingham, Mass. wanted in Ohio for the murder of a two-year old toddler, who was found beaten to death.

6. A fugitive in Littleton, Mass. wanted in North Carolina for Indecent Liberties with a Minor while being a guardian to the child.

Additionally, a 15-year-old female reported missing by North Andover Police was recovered in Hooksett, NH. The child was found in the company of a 40-year-old adult male, both living inside a van. The male was arrested and charged with Kidnapping and Endangering the Welfare of a Child.

Operation No Safe Harbor was a collaborative enforcement effort with the Massachusetts State Police Violent Fugitive Apprehension Section, the Boston Police Fugitive/Gang/SIU Units, Fitchburg, Haverhill, Holyoke, Leominster, Lynn and Springfield Police Departments.

“The expertise of the U.S. Marshals fugitive apprehension capability is unmatched, as evidenced by the success of Operation No Safe Harbor,” said Acting U.S. Marshal Kevin W. Neal. “We hunted down the worst of the worst - murderers, rapists and child molesters - and as a result, communities across Massachusetts are safer. This operation is a testament to the hard-working deputies and task force officers of America’s first federal law enforcement agency, the U.S. Marshals Service. Here in the District of Massachusetts we will continue to support Operation Take Back America through ongoing our fugitive apprehension efforts and supporting our law enforcement partners in reducing violent crime across the state.”

The USMS is the federal government’s primary agency for fugitive investigations with a network of dedicated task forces across the country. The U.S. Marshals and their Deputies have the broadest arrest authority among federal law enforcement agencies. The USMS aides state and local agencies with their authority and these task forces in apprehending the U.S. most wanted fugitives. Task Force Officers are state and local police officers who receive special deputations and training with the Marshals. While on a task force, these officers can exercise USMS authorities, such as crossing jurisdictional lines to make arrests.

The District of Massachusetts Fugitive Task Force was formed in 1999 and is headquartered in Boston with other divisions in Worcester and Springfield. Dedicated to reducing Massachusetts’s violent crime through this ongoing collaborative partnering effort. Participants include the U.S. Marshals Service District of Massachusetts, Massachusetts State Police, Boston Police Department, Brockton Police Department, Cambridge Police Department, Hampden County Sheriff’s Department, Haverhill Police Department, Lowell Police Department, Middlesex Sheriff’s Department, New Bedford Police Department, Plymouth County Sheriff's Department, Springfield Police Department, Worcester Police Department, West Springfield Police Department, Suffolk County Sheriff’s Department, Randolph Police Department, Quincy Police Department and the Bureau of Alcohol, Tobacco, Firearms & Explosives.
