Fugitive of the Week Arrested by U.S. Marshals Task Force in Loudon

Concord, NH – No April Fool’s joke today, the United States Marshals Service is pleased to announce that this week’s “Fugitive of the Week,” Joel Francis Barlow, Jr., is back behind bars.

This week's featured "Fugitive of the Week," Joel Francis Barlow, Jr., 34 years-of-age, was wanted on a State of New Hampshire warrant for parole violations. Barlow was on parole due to his convictions and sentences for 4 separate narcotics cases and a theft case. Mr. Barlow also had additional active arrest warrants for theft issued out of both the Tilton and Laconia Police Departments.

Mr. Barlow had just been featured as the "Fugitive of the Week" on March 30, 2022, which was aired on WTPL-FM, WNTK-FM, WTSN-FM, WEMJ-FM, The Union Leader, The Nashua Telegraph, The Patch, Foster’s Daily Democrat, Manchester Information, the Manchester Ink Link, the Rochester Voice and prominently featured on the internet. The "Fugitive of the Week" continues to be a very successful tool that has resulted in the location and arrest of numerous fugitives since its implementation in 2007. Additionally, the "Fugitive of the Week" was distributed statewide to all law enforcement officers in New Hampshire.

The New Hampshire Joint Fugitive Task Force received multiple tips pointing them to an apartment in the 100 block of Union Avenue in Laconia, NH. This location was checked, without success on March 31st. Surveillance in Laconia was continued, which resulted in investigators observing a male getting picked up by a know acquaintance of Barlow. This vehicle was followed to a hotel in Loudon, NH, where the male was observed to be Joel Barlow. Members of the U.S. Marshals Fugitive Task Force, with the assistance of the Loudon Police Department were able to move in and arrest Mr. Barlow without incident.

Mr. Barlow was initially transported to the Loudon Police Department for processing on his outstanding theft arrest warrants. After this process, Mr. Barlow was transported to the NH State Prison for Men in Concord, NH by members of the Loudon Police Department and the U.S. Marshals. Barlow will have a hearing in front of the NH Parole Board in the near future to determine the additional amount of prison time that he will be required to serve.

This investigation and arrest were conducted by the US Marshals – New Hampshire Joint Fugitive Task Force, including members from the Strafford County Sheriff's Office, the Greenfield Police Department, New Hampshire Department of Corrections – Probation and Parole, along with deputy U.S. Marshals.

U.S. Marshal Nick Willard said, "The task force receives tips every day on fugitives and each tip is thoroughly investigated." Willard continued, "It is these tips and the tenacity of our investigators that ultimately leads to so many great arrests."

Since the inception of the U.S. Marshals - New Hampshire Joint Fugitive Task Force in 2002, these partnerships have resulted in over 8,542 arrests (Updated as of 12/31/2021). These arrests have ranged in seriousness from murder, assault, unregistered sex offenders, probation and parole violations and numerous other serious offenses. Nationally the United States Marshals Service fugitive programs are carried out with local law enforcement in 94 district offices, 85 local fugitive task forces, 8 regional task forces, as well as a growing network of offices in foreign countries.
