U.S. Marshals in WV Arrest Man Wanted on Charges of Sexual Assault of Minor Child

Martinsburg, WV – U.S. Marshals in Martinsburg, West Virginia arrested Roberto Hernandez-Segouia, 47, of El Salvador, who was wanted by Montgomery County, Maryland on charges of 2nd Degree Rape, Child Abuse by a Parent, and Child Abuse Molestation of a Child.

The U.S. Marshals Service’s Capital Area Fugitive Task Force (CARFTF) adopted the case to assist with the apprehension of Hernandez-Segouia. On July 16, 2026, working a collateral lead from the CARFTF, the U.S. Marshals, Northern District of West Virginia, Mountain State Fugitive Task Force, and U.S. Immigration and Customs Enforcement (ICE) were able to locate and arrest Hernandez-Segouia in the parking lot of the Fairfield Inn, Martinsburg, West Virginia.

“This is just another example of the U.S. Marshals Service and our Federal, State and Local law enforcement partners working together to protect Americans, by carrying out the Presidents directive to arrest violent offenders who are in the country illegally”, Acting U.S. Marshal Terry Moore said.

Hernandez-Segouia was charged as a Fugitive from Justice, to be extradited back to Maryland. ICE is also investigating Hernandez-Segouia for possible immigration violations and removal proceedings.

The U.S. Marshals Service is the federal government’s primary agency for fugitive investigations. The Marshals have the broadest arrest authority among federal law enforcement agencies. U.S. Marshals assist state and local agencies in locating and apprehending their most violent fugitives.
