U.S. Marshals Arrest Woman Wanted in St. Louis County for Manslaughter Following 2020 Vehicle Crash

Washington, DC – The U.S. Marshals (USMS) in the Eastern District of Missouri on Wednesday arrested in Florissant, Missouri, a woman wanted on manslaughter charges stemming from a December 2020 vehicle accident.

Jiya Thomas-Felix was charged with two counts of involuntary manslaughter in an arrest warrant issued Dec. 8, 2021, in St. Louis County.

According to St. Louis County Police Department (SLCPD) reporting, in December 2020, Thomas-Felix was driving a vehicle at a high rate of speed, lost control, and crashed, killing two people, including a 12-year-old boy, her nephew. 

In April 2026, the St. Louis County Prosecuting Attorney’s Office, noting the warrant was nearly five years old, requested USMS assistance in locating and arresting Thomas-Felix.

USMS investigators reviewed a December 2025 SLCPD report which chronicled a call for service for weapon brandishing. The reporting party, a relative of Thomas-Felix, reported an altercation in which Thomas-Felix and her boyfriend had pointed a gun at a minor child during an argument, then left the scene prior to the arrival of responding officers. The reporting party noted the couple left in a rideshare.

In May, USMS investigators obtained a series of search warrants for the rideshare service and were able to determine a number of addresses for Thomas-Felix, as well as learning she had been using an alias, her sister’s identifying information.

Investigators located Thomas-Felix at one of the addresses revealed through rideshare records and arrested her.  

The U.S. Marshals have a long history of providing assistance and expertise to other law enforcement agencies in support of fugitive investigations. The success of U.S. Marshals task force initiatives, combined with the outstanding relationships forged with other law enforcement agencies, has led to the formation of permanent fugitive task forces, as well as ad-hoc task forces in response to unique cases that pose immediate threat to the public.
