U.S. Marshals Announce the Arrest of Juan Carlos Ramos-Constancia

For immediate release

Baltimore, MD – The United States Marshals Service, in coordination with Homeland Security Investigations (HSI), and Capital Area Regional Fugitive Task Force (CARFTF) partners, has arrested Juan Carlos Ramos-Constancia, 37, in connection with charges of Rape First Degree; Rape Second Degree; Sex Offense Third Degree; Sex Offense Fourth Degree, Sex Contact; Assault First Degree, and Assault Second Degree filed in the District Court of Maryland for Baltimore City.

On the morning of June 11, 2026, members of the Capital Area Regional Fugitive Task Force arrested Ramos-Constancia near or about the 2900 block of Jamestown Road, Hyattsville, MD. Ramos-Constancia was transferred over to the custody of local law enforcement for processing.

Ramos-Constancia is a citizen of El Salvador and subject to potential removal proceedings.

“This arrest reflects the efficiency of our public safety partnership,” said Patrick Brennan, Acting Commander of the U.S. Marshals Capital Area Regional Fugitive Task Force. “Despite the challenges certain fugitive investigations can present, our investigators were able to locate and apprehend Ramos-Constancia without further incident.”

“The apprehension of Juan Carlos Ramos-Constancia, who stands accused of rape, sexual abuse, assault, and other grave crimes, represents a significant victory for HSI Maryland, the U.S. Marshals Service, and the Capital Area Regional Fugitive Task Force working in concert,” stated Special Agent in Charge Akil Baldwin for HSI Maryland. “Through the CARFTF, we are relentlessly committed to tracking down violent offenders and protecting the public from those who seek to prey on our communities.”

The Capital Area Regional Fugitive Task Force is a Congressionally funded multi-agency task force whose mission is to focus resources and efforts on the reduction of violence within the National Capital Region. This organization seeks to accomplish its mission through the identification, investigation, and apprehension of fugitives wanted for egregious crimes against the community, while ensuring the application of equal justice, integrity and service for all.

Participating agencies include the: U.S. Marshals Service; Annapolis Police Department; Anne Arundel County Police Department; Baltimore County Police Department; Baltimore Police Department; Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF); Carroll County Sheriff’s Office; Federal Bureau of Investigation (FBI); Frederick County Sheriff’s Office; Frederick Police Department; Hagerstown Police Department; Harford County Sheriff’s Office; Homeland Security Investigations (HSI); Washington/Baltimore High Intensity Drug Trafficking Area Task Force; Howard County Police Department; Howard County Sheriff’s Office; Maryland Department of Public Safety and Correctional Services; Maryland State Police; U.S. Customs and Border Protection (CBP); and Washington County Sheriff’s Office.
