U.S. Marshals, Partner Agencies, Arrest Iowa Murder Suspect

Cedar Rapids, IA – U.S. Marshals working with Cedar Rapids and Marion police late Thursday night arrested a man charged with the Monday shooting death of a Dubuque teenager. 

Latrell Otis Powell-Moore, 18, is charged with first-degree murder in Dubuque County.

On Tuesday the Dubuque Police Department contacted U.S. Marshals in the Northern District of Iowa requesting assistance in the location and apprehension of Powell-Moore, as they believed he had fled the Dubuque area. 

U.S. Marshals Northern Iowa Fugitive Task Force officers developed information that Powell-Moore was in Linn County, narrowing their search to an area in Marion. 

Shortly after 10 p.m., U.S. Marshals, with assistance from the Cedar Rapids Police Department Special Response Team (SRT) and Marion Police Department SRT , approached Powell-Moore in the 1400 block of Meadowview Drive in Marion and took him into custody without incident.

He was transported back to Dubuque County to face the charge against him.

The U.S. Marshals Service is the federal government’s primary agency for fugitive investigations. Nationwide, 60 local task forces are dedicated to violent crime reduction by locating and apprehending wanted criminals. These task forces also serve as the central point for agencies to share information on fugitive matters. The Northern Iowa Fugitive Task Force is comprised of officers from the U.S. Marshals Service, Cedar Rapids Police Department, Waterloo Police Department, Marion Police Department, the Iowa Division of Criminal Investigation, and the Iowa Department of Corrections.
