U.S. Marshals Arrest Man Wanted for Chester, PA Gun Battle

Philadelphia, PA – On September 30th, at approximately 10:00am, members of the U.S. Marshals Eastern Pennsylvania Violent Crimes Fugitive Task Force, arrested Haneef Payne, 38. Payne was wanted by the Chester City Police Department for possession of a firearm, and related charges, in relation to a September 20th shooting which occurred in the area of 10th and Parker Streets near Chester High School. An arrest warrant was issued for Payne on September 21st, 2019. The U.S. Marshals Fugitive Task Force in Philadelphia then adopted the case and began a fugitive investigation.

Late Sunday night, Deputy Marshals in Philadelphia developed information Payne may be hiding at the Red Roof Inn in Lawrence Township, New Jersey. At 8:00am on Monday, Federal Marshals from Philadelphia and members of the New York/New Jersey Regional Fugitive Task Force established surveillance at the hotel. At 10:00am, investigators determined the room Payne was residing and Payne was taken into custody without incident. Payne was then transported to the Mercer County Correctional Center where he awaits extradition back to Chester Pennsylvania.

This investigation included members of the Marshals Fugitive Task Force in Philadelphia and New Jersey, as well as investigators from the Chester Police Department. Eric Gartner, U.S. Marshal for the Eastern District of Pennsylvania stated, “Despite diligent efforts to avoid capture, Deputy U.S. Marshals arrested Haneef Payne without incident in Lawrence Township New Jersey this morning. Special thanks to the public for their assistance in helping investigators develop information ultimately leading to Mr. Payne’s arrest.”

The Eastern Pennsylvania Violent Crimes Fugitive Task Force is a team of law enforcement officers led by U.S. Marshals in Philadelphia and the surrounding counties. The task force’s objective is to seek out and arrest violent crime fugitives. Membership agencies include the Philadelphia Police Department, Pennsylvania State Parole Officers, Pennsylvania State Police, Pennsylvania Attorney General Agents, and Bucks County Sheriffs.
