Suspect in 14 Year Old Cold Case Captured in Beckley

CUFFED Task Force LogoFugitive Juan Manuel Pagan was arrested by the United States Marshals Service (USMS) CUFFED Fugitive Task Force in Beckley on Monday June 09, 2014. Pagan was wanted by the Philadelphia, PA Special Victims Unit on charges of Rape, Sexual Assault, three counts of Burglary, Firearms Violations, three counts of Assault, three counts of Terroristic Threats, three counts of False Imprisonment and Theft. All the charges stem from a home invasion involving multiple victims that occurred in January 2000.

In July 2012, Pagan was released from Mt. Olive Correctional Facility in West Virginia after serving sentence on a Firearms conviction. Prior to his discharge, a DNA sample was taken from Pagan for inclusion in the national offender database. It was subsequently discovered that Paganís DNA matched the DNA recovered from a victim in the 2000 home invasion. With this information, the detectives of the Philadelphia Special Crimes Unit were finally able to move forward with the case. Detectives meet with the victim and presented a photo lineup in which Pagan was positively identified. On May 19, 2014 a warrant was issued for Paganís arrest and the case was turned over to the U.S. Marshals Service.

During the investigation, numerous leads were followed and interviews conducted that led to the discovery that Pagan was living with relatives in the Mt. Hope/Beckley area. Upon learning this information, Marshals in Philadelphia requested the assistance of the Southern District of West Virginia Marshals Service personnel in the apprehension effort.

Working quickly, members of the CUFFED Task Force located a residence in the East Park area of Beckley where Pagan was believed to be staying. Upon arrival, Task Force members observed Pagan leaving the residence. Pagan was positively identified and apprehended without incident. Pagan was subsequently transported to the Raleigh County Magistrate Office where he was arraigned on Fugitive from Justice charges. Pagan will be housed at the Southern Regional Jail pending extradition proceedings.

Annually, investigations carried out by the U.S. Marshals result in the apprehension of approximately 34,000 federal fugitives. More federal fugitives are arrested by Marshals than all other federal agencies combined.

The CUFFED Task Force (Cops United Felony Fugitive Enforcement Division) is a team comprised of law enforcement officers from local county sheriff offices, local police departments and several other state and federal agencies. The Task Forceís objective is to seek out and arrest violent fugitives and sexual predators.
