Operation Deviant Guard

Saipan, Northern Mariana Islands (NMI) - During the month of April, the United States Marshals Service, Districts of Guam and the NMI, in collaboration with law enforcement personnel from the Commonwealth of the Northern Mariana Islands (CNMI), and the United States Department of Homeland Security; U.S. Immigration and Customs Enforcement, conducted a three (3) day compliance operation to verify registration information reported by convicted sex offenders required to register under the Sex Offender Registration and Notification Act. A total of 59 offenders were targeted for compliance verification.

The three day operation resulted in:

  • the successful location and verification of all 59 offenders
  • 1 arrest for non-compliance, Failure to register
  • the eradication of marijuana plants varying in size; the largest plant measured seven (7) feet tall. The illegal marijuana plants were discovered in plain view at a residence located next to a registered sex offender’s home in Dandan and resulted in the seizure of 63 marijuana plants that were taken into evidence and turned over to narcotics officers for follow-up investigation. In addition, 25 marijuana plants were eradicated from a sex offender’s residence in Papago, and another 28 marijuana plants were eradicated from a sex offender’s residence in San Vicente. The street value is estimated to be at over $3,500.00.

  • Judiciary of Guam Marshals Division
  • Department of Homeland Security, Immigration and Customs Enforcement
  • Sex Offenders Investigation Branch; Southwest Region personnel: Chief Inspector Joseph Remigio and Senior Inspector Stephen Johnson.

The efforts of these dedicated law enforcement professionals were instrumental in the successful execution of Operation “Deviant Guard”. This initiative is the fourth of similar operations conducted in the past and planned for the future. Federal and local law enforcement authorities are committed to enforcement of this initiative in an effort to protect and safeguard the community, most especially the children.
