ABSTRACT: STARS contains detailed financial records for the headquarters offices of the
USMS and summary financial data for the District Office.
PURPOSE: STARS is used in the headquarters offices to track expenditures of funds over the
course of each fiscal year. Reports on expenses are run monthly for financial review. Expenses
are reconciled at the end of each fiscal year. Summary financial data from District offices is used
for budgetary oversight purposes.
ACCESS CONSTRAINTS: All records in STARS are protected from unauthorized access
through appropriate administrative, physical, and technical safeguards. These safeguards include
restricting access to those with a need to know to perform their official duties, using locks and
alarm devices, passwords and/or encrypting data communications.
USE CONSTRAINTS: Users of STARS are restricted to only those privileges necessary to
perform assigned tasks.
AGENCY PROGRAM: STARS is a tool used by the USMS to meet its responsibility regarding
the expenditure of public funds and is essential to maintaining good financial records.
SOURCES OF DATA: Financial records in STARS are compiled by financial clerks and
administrative officers in the headquarters offices of the USMS and from a summary data upload
from FMS.
