ABSTRACT: FMS contains financial records for the 94 district field offices.

PURPOSE: FMS is used in the field offices to track expenditures of funds over the course of each fiscal year. Expenses are reconciled on a monthly basis and at the end of each fiscal year.

ACCESS CONSTRAINTS: All records in FMS are protected from unauthorized access through appropriate administrative, physical, and technical safeguards. These safeguards include restricting access to those with a need to know to perform their official duties, using locks and alarm devices, passwords and/or encrypting data communications.

USE CONSTRAINTS: Users of FMS are restricted to only those privileges necessary to perform assigned tasks.

AGENCY PROGRAM: FMS is a tool used by the USMS to meet its responsibility regarding the expenditure of public funds and is essential to maintaining good financial records.

SOURCES OF DATA: Financial records in FMS are compiled by financial clerks and administrative officers in the District offices of the USMS.
