ABSTRACT: The EAP system consists of records maintained by the USMS Employee
Assistance Office which assist in managing and monitoring employee referrals and participation
in the EAP program, records maintained by the independent health service organization (IHSO)
contracted by the USMS which relate to the professional counseling, treatment and/or
rehabilitation services provided by the IHSO, and records maintained by specialized service
providers (SSP's) which relate to services beyond those provided for by the USMS contract with
the IHSO.
PURPOSE: The EAP assists the employee in obtaining necessary help in handling personal
problems affecting job performance, and to provide emotional support and assistance during
periods of crises, including those arising from traumatic work-related incidents. EAP records
document program participation and efforts to counsel the employee, and may be used to monitor
compliance with abeyance and back-to-work agreements made to mitigate adverse actions based
upon treatment.
ACCESS CONSTRAINTS: Access to USMS EAP records is restricted to designated USMS
EAP personnel and access to IHSO records is restricted to a designated member of the IHSO,
except as otherwise permitted by law or with the written consent of the individual. Records are
maintained in locked safes and entry to USMS headquarters is restricted by 24-hour guard
service to employees with official and electronic identification.
USE CONSTRAINTS: Users of EAP records are restricted to only those privileges necessary to
perform assigned tasks.
AGENCY PROGRAMS: These files support the EAP program established to ensure that USMS
employees maintain optimum health and well-being required for effective job performance.
SOURCES OF DATA: Information is obtained from the employee, USMS EAP personnel, the
IHSO, the SSP, the USMS Human Resources Division, and the employee's supervisor. Records
may also be generated by the staff of the Drug-free Workplace Program and the Medical Review
Officer.
