U.S. Marshals Arrest Alleged Sex Offender in Florida
Alleged crimes occurred over several years in York County
Harrisburg, PA – United States Marshal Martin J. Pane announced that the United States Marshals Service arrested Wayne Richard Stough, a 44-year old man, in Brooksville, Florida.

From 2006 through 2008, it is alleged that Stough committed sexual offenses against a minor under the age of 13 in Windsor Township, York County. On September 3, 2013, an arrest warrant was issued by Magisterial District Judge John H. Fishel in Red Lion, charging Stough with:
  • One (1) count of Involuntary Deviate Sexual Intercourse with a Child
  • One (1) count of Involuntary Deviate Sexual Intercourse with a Person less than 16 yrs. of age
  • One (1) count of Aggravated Indecent Assault of a Child
  • One (1) count of Aggravated Indecent Assault with a Person less than 13 yrs. of age
  • One (1) count of Indecent Assault Person less than 13 yrs. of age
  • One (1) count of Indecent Assault Person less than 16 yrs. of age
  • One (1) count of Corruption of Minors
  • One (1) count of Contact/Communication with a Minor – Sexual Offenses

The York Area Regional Police Department requested the assistance of the U.S. Marshals Service Fugitive Task Force in the Middle District of Pennsylvania. U.S. Marshals developed leads on the whereabouts of Stough in Florida.

Investigative leads were sent to USMS personnel in Miami and Tampa.

During the morning hours of September 10, personnel from the U.S. Marshals Service Florida Regional Fugitive Task Force (FRFTF) in Tampa arrested Stough in the 7000 block of Crystal Brook Circle in Brooksville. The fugitive was taken into custody without incident. Stough was turned over to the Hernando County Sheriff’s Department for processing. Stough will await court proceedings relating to his extradition to York County, Pennsylvania.

United States Marshal Pane stated, “We recognize the importance of locating and arresting dangerous alleged child sex offenders from the street. This case in particular required expediency to ensure that no other child was harmed. The Marshals Service makes these type cases a priority to ensure the fugitive is brought to justice. It is my hope that the victim in this case finds a measure of peace.”

The concept of all USMS-led fugitive task forces is to seek out and arrest the nation’s most dangerous offenders.
