Las Cruces, NM - On July 27, 2011 United
States Marshals Service Deputies in the District of New Mexico arrested Joe
Torres and Heather Soto in Las Cruces. Soto and Torres were arrested on charges
of intentional child abuse resulting in death.
Torres and Soto were charged by the Las Cruces Police Department for child
abuse/neglect resulting in death of Torres’ son, Joe Torres III. It is alleged
that the 15 year old son was at a party with his parents where he drank alcohol
and died as a result of having a .15 blood alcohol concentration in his body.
On July 27, 2011, information was developed by United States Marshals in the Las
Cruces office that both Torres and Soto may be staying with a friend on Fort
Bliss in El Paso, TX. Deputies from the District of New Mexico and West Texas
proceeded to the address on Fort Bliss and made contact with Torres who was
taken into custody. Soto was not at the residence but through interviews by the
Investigators, Soto was later located in Las Cruces, NM and taken into custody.
