Bedford,
VA – A fugitive from Maryland wanted for Prison Escape, Personal
Recognizance Bail Violation for one kilo or more of Phencyclidine and five grams
or more of Cocaine and the Unlawful Flight to Avoid Prosecution was arrested by
the U.S. Marshals Capital Area Regional Fugitive Task Force (CARFTF-Roanoke).
Deandre Kelly, 30, was wanted for the First Degree Escape from gunpoint at the
Garrett County Detention Center in Maryland and the Marshals Service for the
Bail Violation for Dangerous Drugs and the Unlawful Flight to Avoid Prosecution.
Kelly has been profiled on America’s Most Wanted and the U.S. Marshals Service
was requested to provide assistance with locating and apprehending Kelly.
On May 02, 2011 at approximately 12:00 pm the United States Marshals Service out
of the Western District of Virginia and the Bedford City Police Department
developed information Kelly was in the area of the Raintree Apartments in
Bedford, Virginia. CARFTF members from the Roanoke and Lynchburg offices, the
Bedford City Police Department, the Bedford County Sheriff’s Office, and the
Botetourt County Sheriff’s Office surrounded two apartment buildings in that
complex to locate the fugitive . After establishing a perimeter and conducting a
sweep of the area Kelly was spotted lying down on the top landing of one of the
buildings. Kelly was captured without incident and transported to Roanoke,
Virginia for his initial appearance.
This was a great effort by all law enforcement agencies involved to get another
violent offender off the streets. A joint investigative effort between the
United States Marshals Service, the Bedford City Police Department, the Bedford
County Sheriff’s Office- K-9 Unit and the Botetourt County Sheriff’s Office- K-9
Unit, resulted in the arrest of Kelly who had eluded capture on previous
occasions.
The Western District of Virginia Capital Area Regional Fugitive Task Force (CARFTF)
is comprised of five offices and covers the Western portion of Virginia. The
Roanoke Office of CARFTF is a team of the following Federal, State and Local
agencies: Virginia State Police, Virginia Department of Corrections, Roanoke
City Police Department, Roanoke County Police Department, Pittsylvania County
Sheriff’s Office and the U.S. Marshals Service.
The Task Forces primary mission is to locate and capture fugitives charged with
violent crimes, drug crimes, sex offenders and other violent felony offenses. In
2010, U.S. Marshals led Regional Task Forces arrested more than 81,000 state and
local fugitives on felony charges.
