HIGHLIGHT ARREST

SEBASTIAN OBANDO       HOMICIDE       CALIFORNIA

In November 1997, Sebastian Hernandez Obando, 26, and two of his relatives kidnapped a victim and attempted to force him to sign over ownership of his land. After the victim refused, Obando executed him. He then immediately fled to the United States. The fugitive investigation resulted in the development of an alias used by Obando and the identity of two possible locations for the suspect. Following surveillance at the two locations, Operation FALCON members identified Obando in South Gate, California and on April 7, 2005, took him into custody. Following his arrest, Obando was processed and turned over to Mexican law enforcement authorities at the United States border.
