After graduating from York College of
Pennsylvania in 1977 with a degree in Police Science, Marshal Hackman
began his law enforcement career in Chester County, Pennsylvania. As a
police officer, he became a certified instructor by the Pennsylvania
Department of Education and the National Highway Traffic Safety
Administration, training scores of police officers in Advanced Field
Sobriety testing. He was also an executive board member of the Chester
County Council of Additive Diseases, which offered outreach and
anti-drug programs to the local communities. In 1987, Marshal Hackman joined the U.S Marshals Service and was assigned to the Southern District of Florida after serving as class president in his basic training class, earning distinguished graduate award. In September he became a member of the elite Special Operations Group (SOG), and was involved in numerous high-profile cases, both domestically and abroad until his retirement from SOG in 1992. Additionally, he has served as a counter-terrorism instructor for foreign governments and also attended the Miami-Dade PD SWAT certification course, being honored as first in his class and later as part-time member of the training cadre. |

Marshal Hackman was promoted to Supervisory
Deputy in 1992. From 1992 through 2000 he directly supervised Operations
and Court Security divisions (3 years), the Asset Forfeiture and Civil
Divisions (3 years), and the Investigative Services Division (including
the High Intensity Drug Trafficing Area - HIDTA – Fugitive Apprehension
Strike Team – FAST), in South Florida from 1998 to 2000. During this
time, Marshal Hackman completed his Masters degree in Public Management
at St. Thomas University in Miami, Florida. In 2000, Marshal Hackman was promoted to Assistant Chief Deputy and was re-assigned to the Eastern District of Virginia. In 2003, he was promoted to Chief Deputy and assumed the role of Acting U.S. Marshal in August, 2005. Marshal Hackman has overseen the trials and hearings for John Walker Lindh and Zacarius Moussaoui (Operation Enduring Justice), Robert Hannsen (FBI spy), etc. In addition, immediately post 9/11, he was directed to assume the temporary role of incident commander for both Dulles International and Reagan National Airports located in the national capital region. Marshal Hackman was also a member of the command staff in the Richmond, VA, command post for the DC Snipers’ case. In May, 2007, then-Chief Hackman was appointed to the position of United States Marshal by President Bush after being confirmed by the U.S. Senate. His hands-on approach in each of the divisions in the Eastern District of Virginia keeps him quite busy overseeing the protection of the federal judiciary as well as providing guidance for fugitive task forces who make significant numbers of arrests. He is an executive committee member in Richmond’s CVRP (Cooperating Violence Reduction Partnership) and the regional Washington/Baltimore HIDTA. Additionally, he is chairman of the Hampton Roads Federal Law Enforcement Executives and continues to be a contributing member in national Marshals Service forums, currently serving on the Special Operations Group Advisory Committee and as an alternate Grievance Deciding Official. Marshal Hackman recognizes only a concerted effort by all levels of government and our citizenry can successes be achieved on our war on crime. Whether being domestic or international in scope, conducting joint law enforcement operations and working side-by-side are the key elements with which our nation continues suppressing crime in America. |
