U.S. Marshal David G. Jolley
David G. Jolley was appointed United States Marshal for the Western District of Tennessee on February 14, 2002 by President George W. Bush following confirmation by the United States Senate. He was nominated for the position by Tennessee United States Senators, Fred Thompson and Dr. Bill Frist. He currently serves as the 6th Circuit representative on the United States Marshals Service Director’s Advisory Committee.

Marshal Jolley served as a special agent for the Tennessee Bureau of Investigation (TBI) from 1983 until his appointment as U.S. Marshal in 2002. Prior to leaving TBI, he served in the Criminal Intelligence Unit as a street gang and fugitive investigator, and as West Tennessee liaison for TBI on all matters of criminal intelligence. His responsibilities included coordinating investigations and intelligence information concerning security threat groups, such as street gangs and domestic terrorism groups. He also helped found the Tennessee Gang Investigators Association and served on the Board of Directors, as well as editor and contributing writer for the association newsletter. He taught street gang and subversive threat group classes, as well as many other criminal investigation classes, for law enforcement agencies throughout the state of Tennessee.

Marshal Jolley previously served in the Criminal Investigation Division of TBI as Field Agent for Gibson, Crockett, and Haywood Counties, working numerous violent crime investigations, fraud, and white-collar crimes. He also served in the Drug Enforcement Division for nine years, working undercover and as case agent on numerous multi-state drug conspiracy investigations.
 
He received the U.S. Department of Justice Award for Meritorious Service in 1991 from U.S. Attorney Hickman Ewing for his work as case agent on a large cocaine conspiracy investigation in Dyer County, Tennessee. In 1997, he was awarded the U.S. Department of Justice Outstanding Service Award for his work as case agent for one of the largest crack cocaine investigations in Tennessee history, an investigation that resulted in the conviction of 19 individuals from Los Angeles to rural West Tennessee. He also served as the Team Leader of the TBI’s Jackson Regional Office High Risk Entry Team.

Marshal Jolley has a Bachelor’s Degree in Criminal Justice from Middle Tennessee State University (MTSU) and is a graduate of the FBI National Academy in Quantico, Virginia. While in college, he began working at the United Parcel Service (UPS) Nashville, Tennessee hub center. He was selected to attend the UPS Management School and later attained the position of shift supervisor prior to beginning his career in law enforcement.

Marshal Jolley is a member of a number of law enforcement organizations, including the International Association of Chiefs of Police (IACP), the National Sheriff’s Association, the Memphis Metropolitan Area Chiefs of Police Association, the West Tennessee Criminal Investigators Association, and the FBI National Academy Alumni Association.
