 The District of New Hampshire - New Hampshire Joint Fugitive Taskforce is attempting to locate Elwell on a warrant issued by the Dover PD for Failure to Comply With Sex Offender Registration Requirements.  Elwell  is a convicted Sex Offender and has been arrested for but is not limited to Felonious Sexual Assault, Theft by Unauthorized Taking, Criminal Mischief, Criminal Trespassing and Duty to Inform.  Elwell was last known to be residing in the Dover, NH area.  If you know of the whereabouts or observed a person that resembles Elwell contact your local police.
