U.S. MARSHALS CRESCENT STAR FUGITIVE TASK FORCE AND ORLEANS PARISH CRIMINAL SHERIFF’S OFFICE LOCATE AND REARREST POST HURRICANE KATRINA SAN ANTONIO, TX MURDER SUSPECT IN ORLEANS PARISH PRISON

On November 15, 2006, the Eastern District of Louisiana U.S. Marshals Crescent Star Fugitive Task Force (CSFTF) with critically assistance from the Orleans Parish Criminal Sheriff’s Office located and rearrested Clarence RAYMOND (AKA “Black”), 19 years old, at the Orleans Parish Prison. RAYMOND, who is from the New Orleans, Louisiana area, was wanted out of San Antonio, Texas (Bexar County) on a murder warrant issued in August of this year.

Fabian Mosby, 17 years old, was murdered on June 29, 2006, in Bexar County, Texas. Brian Benson and Clarence RAYMOND became suspects in the murder and arrest warrants were issued for both. Benson and RAYMOND had relocated to the Windsor Heights subdivision in Northeast Bexar County after Hurricane Katrina had forced them to evacuate the New Orleans area. Investigators believe that an argument started between Benson’s girlfriend and Mosby. The girlfriend is a sister of Mosby’s girlfriend. The argument then became physical at which point RAYMOND is believed to have appeared with a shotgun in one hand and a pistol in the other. Benson is accused of grabbing the shotgun and Raymond is accused of aiming the pistol and shooting Mosby in the chest. RAYMOND and Benson then fled.

On August 13, 2006, Brian Benson was arrested by the New Orleans Police Department. He was with his girlfriend at the time of his arrest.

U.S. Marshals Western District of Texas (San Antonio) and the Bexar County Sheriff’s Office developed information that RAYMOND was back in the New Orleans area. CSFTF learned that
RAYMOND had been arrested in late October on a municipal attachment and was serving a short sentence in the Orleans Parish Prison. He was soon to be released. A CSFTF Task Force Officer from the Orleans Parish Criminal Sheriff’s Office determined that he was still in custody at the Orleans Parish Prison. He was then rebooked back into the prison on the murder warrant out of Texas.

With the U.S. Attorney General’s commitment of additional U.S. Marshals resources CSFTF has had great success in locating fugitives in the New Orleans metro area. CSFTF was also recently involved in the arrest of one of New Orleans’ most wanted, Leroy Massey. On November 09, 2006, CSFTF also arrested Timothy Anderson in Slidell, LA. Anderson was wanted out of Evans County, Georgia on a warrant charging him with aggravated molestation of a juvenile. Anderson was also wanted on a probation warrant out of Georgia with an underlying charge of rape.
