Emmy Lou was born and raised through the Guiding Eyes For The Blind Foundation in New York.  Because of her unique personality and disposition, her Guiding Eyes instructors determined that she would be better suited for a different line of work.  She was adopted by the Bureau of Alcohol Tobacco and Firearms (ATF) and the United States Marshals Service and trained to find Explosives and Weapons.
