Mexican
National Rapist Caught by U.S. Marshals Fugitive Task Force
Phoenix, AZ – The United
States Marshals Service (USMS) and Department of Public Safety (DPS)
continued their sex offender enforcement efforts under the newly
signed Adam Walsh Act by capturing convicted Sex Offender Evaristo
Saucedo, a Mexican National. Saucedo had fled authorities on two
prior occasions, but could not escape the Task Force members last
night. He was spotted by surveillance vehicles riding his bike to
his girlfriend’s house. As police moved in to arrest Saucedo, he
tried to flee on his bike. Authorities quickly surrounded him and
effected the arrest.
Saucedo was wanted for Failure to Register as a Sex Offender. He was
convicted in 1998 of Sexual Assault and Kidnapping. The conviction
stems from and incident where Saucedo tied up his girlfriend in her
vehicle and raped her while her two children sat in the back seat.
Saucedo has been arrested six different times for Assault. He has
been deported on two occasions as an Aggravated Felon, but managed
to return to the U.S.
Under the newly formed Adam Walsh Act that was signed into law on
the 25th anniversary of Adam Walsh’s abduction and murder; the
United States Marshals will have the primary authority for
apprehending sex offenders who fail to register or otherwise comply
with the statute. The USMS is taking immediate steps to address the
apprehension of fugitives like Saucedo who prey on women and
children.
In addition, the new law creates federal standards for the
registration of sex offenders and requires more stringent
supervision of registered sex offenders. Furthermore, sexual
predators would be charged with a federal felony if they fail to
register with their local authorities.
The U.S. Marshals kicked off their Walsh Act responsibilities in
August with the arrest of Gregory Vernon, who was wanted by Chandler
Police Department for ten counts of Sexual Exploitation of a Minor
and Failure to Register as a Sex Offender. Vernon was captured in
Mississippi playing in a poker tournament. Last month the Marshals
coordinated the arrest of Nicholas Miller in Canada. Miller is
wanted in Arizona for six counts of Sexual Exploitation of a Minor
and Dangerous Crimes Against Children.
United States Marshal David Gonzales praised the work of deputies
and law enforcement officers adding, “The USMS is aggressively
pursuing sexual predators who fail to comply with the registry
program. Our agency has been given an important task and we will
continue to make these investigations a priority.”
