Robert James Finan II, Associate Director for Operations

Robert James Finan II became the Associate Director for Operations, U.S. Marshals Service, in April 2008. In this capacity, he supervises all operational divisions and programs of the U.S. Marshals Service. He was promoted to the Senior Executive Service on July 21, 1996 and previously served as Assistant Director of Executive Services, Assistant Director of Investigations and Assistant Director of Judicial Security.

A Long Island, N.Y., native, Mr. Finan received a degree in International Relations from Georgetown University in 1968. From 1993-1996, Mr. Finan served as Assistant Director, Naval Criminal Investigative Service, the criminal investigative agency of the U.S. Navy and Marine Corps. Prior to that assignment, he served more than 20 years as a special agent and supervisor with the U.S. Secret Service providing protective security in support of the President, Vice President, and other U.S. and foreign dignitaries. He also worked in the criminal investigation field offices in New York and Washington, D.C.; Organized Crime Strike Force in Brooklyn; Bangkok, Thailand, Counterfeiting Task Force in Southeast Asia; and several headquarters staff and supervisory positions.

Mr. Finan was selected for a fellowship as a Legislative Assistant to a U.S. Senator in 1990 where he drafted the “Federal Law Enforcement Pay Reform Act of 1990" and other pieces of legislation affecting more than 30,000 federal law enforcement officers.

Mr. Finan’s military service includes active and reserve duty as a commissioned officer in the U.S. Army from 1968 to 1972 including a combat tour in Vietnam with the 173rd Airborne Brigade where he was awarded two Bronze Stars and the Army Commendation medal. He also served as a unit commander in the 11th Special Forces Group (Airborne).

The Department of the Navy awarded him the Superior Civilian Service Medal in 1996 for his contributions in restructuring the NCIS. He was presented the “Civilian Service to the Nation” award by his alma mater, La Salle Military Academy. In addition to the Treasury Law Enforcement Training School and the Secret Service Training Academy, he has completed the Department of Defense Polygraph Institute, Fort McClellan, Ala.; Executive Development Program at George Washington University; Leadership Development Institute, Eckerd College; and the Police Executive Research Forum, Senior Management Institute for Police at Merrimack College.

He has been a member of the American Polygraph Association, Fraternal Order of Police, National Sheriffs’ Association, International Association of Chiefs of Police, and the Federal Law Enforcement Officers Association. He has served on the Board of Directors of several service organizations including Rotary International, charitable foundations, and on the board of the National Center for Missing and Exploited Children. In 2007, Mr. Finan was selected for the Presidential Meritorious Rank Award.
