Donald S. Donovan is the Acting Associate Director for Administration and manages all administrative and support functions of the United States Marshals Service including financial management; all training activities; asset forfeiture; information technology programs; human resource management; and all management support activities. A career member of the Senior Executive Service, Mr. Donovan’s previous assignments include a number of field and headquarters positions including field assignments in Washington, D.C.; Bangor, Maine; Boston, Mass.; and Baltimore, Md. Mr. Donovan’s headquarters assignments include Asset Forfeiture, Internal Affairs, Judicial Security, Management Support, Investigative Services, and service as the Special Assistant to the Deputy Director for Operations. From 1991 through 1994, Mr. Donovan was detailed to the United States National Central Bureau of Interpol as the Assistant Director in charge of all programs involving international fugitives, immigration, child abduction investigations, and airport security matters. , Mr. Donovan was dispatched on Sept. 11, 2001 at the direction of the Attorney General of the United States to the Thurgood Marshall Baltimore / Washington International Airport to enhance aviation security operations and supervise a large federal law enforcement presence.

Mr. Donovan serves on a number of boards and committees and is an active member of the International Association of Chiefs of Police and the National Sheriffs Association. He has testified before Congress on a number of critical issues and has lectured at judicial, academic, and both domestic and international law enforcement forums. He has worldwide experience in managing and consulting on security matters and operations. Mr. Donovan has received numerous commendations and awards and in 2000 was selected as one of only two Department of Justice participants for the Attorney General’s Leadership Development Program. Prior to his employment with the U.S. Marshals Service, Mr. Donovan served as a law enforcement officer in Prince George’s County, Md. and in the U.S. Army with combat service in Vietnam.

Mr. Donovan is a graduate of the Center for Creative Leadership in Greensboro, N.C., and is a graduate of the Police Executive Research Forum’s Senior Management Institute for Police. Mr. Donovan received a Bachelor of Arts degree in Management from the National-Louis University and a Master of Science degree in Management from the Johns Hopkins University.
